All public category operations require a NOTAM under their COA. There is an emergency provision built into most if required.

From what I see in the video, I would say it should not have been flying in that weather and icing was the cause of the loss of lift. Just my opinion!

The video is not working now, but I assume this is a M600 with the plastic sphere dispenser . I would think you also need to be A450 certified through DOI OAS and carded to fly this mission.
