Wordpress looks good at first glance......and yes, I am completely new to programming. I was primarily looking for desktop, but seems like several of these adapt to mobile format as well.

I would bet about month a half for permanent certificates. I just renewed my CFI certificate via an online course.......and registered the completion on IACRA mid July......my permanent license came last week
