Chicago Flying

Going on a trip to Chicago this summer. I went online and read the rules. This is what they say:
"Under these proposed regulations, drones would not be able to fly above 400 feet in the air. They also can’t fly within five miles of an airport, over schools, churches and parks. They would not be able to fly over private property without the owner’s consent, and they cannot fly outside directly over a person without that person’s consent. They would also be banned from operating between the hours of 8 p.m. to 8 a.m."

Can you go down to the lake and fly around North avenue beach? How about in the park along the water by Belmont? How about in the region just south of Navy pier? I would probably fly mostly over the lake and take cool views of the city. The rules seem a little unclear, although depending on the article you read, they seem to insinuate that Chicago doesn't want to stop drone usage, just keep it safe. Anybody fly in those areas?
 
How could you do any of what you want to do without breaking any of Chicago's rules?
