Australia HLS Advice (Helicopter Landing Sites)

Hi guys,

I am a bit confused as to when you can fly close to HLS's as some seem to have the restricted area around them and others don't.

For example, for a job at Mt Coot-tha lookout in Brisbane for example, there is a HLS pretty close to the North West of the lookout (refer attached photos) however when looking at multiple different flight planning software this one doesnt come up with a restricted radius around it like Enoggera and the various hospital ones around Brisbane.

Could someone please clarify the the rules around flying around HLS. Does it vary depending on if they are controlled etc? Can you fly near them as long as you have a spotter on the airband etc to minimise the risk?
