A Registration Task Force delivered recommendations to FAA Administrator Michael Huerta and Transportation Secretary Anthony Foxx on November 21, 2015.

"WASHINGTON – The U.S. Department of Transportation’s Federal Aviation Administration (FAA) today announced a streamlined and user-friendly web-based aircraft registration process for owners of small unmanned aircraft (UAS) weighing more than 0.55 pounds (250 grams) and less than 55 pounds (approx. 25 kilograms) including payloads such as on-board cameras.

The Registration Task Force delivered recommendations to FAA Administrator Michael Huerta and Transportation Secretary Anthony Foxx on November 21. The rule incorporates many of the task force recommendations.

“Make no mistake: unmanned aircraft enthusiast are aviators, and with that title comes a great deal of responsibility,” said U.S. Transportation Secretary Anthony Foxx. “Registration gives us an opportunity to work with these users to operate their unmanned aircraft safely. I’m excited to welcome these new aviators into the culture of safety and responsibility that defines American innovation.”

Registration is a statutory requirement that applies to all aircraft. Under this rule, any owner of a small UAS who has previously operated an unmanned aircraft exclusively as a model aircraft prior to December 21, 2015, must register no later than February 19, 2016. Owners of any other UAS purchased for use as a model aircraft after December 21, 2015 must register before the first flight outdoors. Owners may use either the paper-based process or the new streamlined, web-based system. Owners using the new streamlined web-based system must be at least 13 years old to register.

Owners may register through a web-based system at www.faa.gov/uas/registration

Registrants will need to provide their name, home address and e-mail address. Upon completion of the registration process, the web application will generate a Certificate of Aircraft Registration/Proof of Ownership that will include a unique identification number for the UAS owner, which must be marked on the aircraft.

Owners using the model aircraft for hobby or recreation will only have to register once and may use the same identification number for all of their model UAS. The registration is valid for three years.

The normal registration fee is $5, but in an effort to encourage as many people as possible to register quickly, the FAA is waiving this fee for the first 30 days (from Dec. 21, 2015 to Jan 20, 2016).

“We expect hundreds of thousands of model unmanned aircraft will be purchased this holiday season,” said FAA Administrator Huerta. “Registration gives us the opportunity to educate these new airspace users before they fly so they know the airspace rules and understand they are accountable to the public for flying responsibly.”

The online registration system does not yet support registration of small UAS used for any purpose other than hobby or recreation – for example, using an unmanned aircraft in connection with a business. The FAA is developing enhancements that will allow such online registrations by spring of 2016.

Hmm. Pretty stiff penalty there.

"...The FAA may also use administrative action or legal enforcement action to gain compliance. Failure to register an aircraft can result in civil penalties up to $27,500. Criminal penalties for failure to register can include fines of up to $250,000 under 18 U.S.C. 3571 and/or imprisonment up to 3 years. 49 U.S.C. 46306..."

Looks like it will be pretty easy to register, it appears that registration will begin 12/21/15.

Starts on 12/21/15...Free until 2/19/2015 after that it is $5/owner BUT if used in a non-hobby manner then it is $5/aircraft. Registration for that is still pending.

Sounds like once Part 107 is approved this will be the way the aircraft will be tagged.

I have a couple of my copters in the process of getting "N" numbers, I wonder if I should still comply with this new registration also? Actually I will as some of my copters will not be used under my 333 exemption.
 
Correction on dates -
Free from 12/21/2015 to 1/20/2016
The 2/19/2016 if the cut off date for registration of previously owned 12/21/2015 dates of manufacturing custom and purchased systems.

Agreed but if I recall they set the Criminal Penalty high because of those drone ops that try to use them to drop off drugs over prison walls and so on but the civil penalty side is priced at $27.5.
What's the penalty for driving an unregistered car??
Not even close to the penalties they are imposing for an unregistered drone..

Based on the hilarious length of this document and the absurd penalty levels, I think we can safely assume they just cut copied and pasted most of it from current aircraft registration documents.

3/4 of this document goes on about comments made by different groups and individuals. What a joke! I can understand how thousands of untrained "aviators" can be dumped into the NAS in a very short period of time and some set of regulations need to be made. However, AMA has been operating basically incident free for nearly 100 years! Sure, tech has evolved over that period but they seriously want a 13 year old child to register a toy aircraft with the federal government?!
This is how it starts. Next comes stiff re-registration fees to support the infrastructure, integrated ACARS requirements for every sUAS and ground clearance before takeoff. Where does it end people??
 
So, if I use my Inspire 1 Pro for business use, am I able to use the web based system to register my one quadcopter? It seems that is for non-proffesional use only and I need to file by "paper" for now until they figure out the commercial registration process? If someone could shed some light on that it would be greatly appreciated, thanks.
