output files in Final Cut

The default export in FCPX is "click and go", i.e. what Apple thinks is a good compromise between keeping great visual quality and not taking more space than needed, and it does that very well in my experience.

If you want more control you can export through Compressor, and there you can set everything the way you want (including doing a much less good job if you don't know what you're doing).
 
You will also be limited by what the export codec will allow.

For instance if you wanted to export XDCAM Ex Long GOP at 60mbps you couldn't because the codec does not support it.
