Is it Okay to Give My Pictures Away?

I was flying at the local park today. Its a very drone-friendly park. I stay away from people and don't fly over them or events. I don't have a Part 107 and fly and do photos for myself.

Today while I flying a Supervisor from the City came over and asked if I could take some Aerial Photos of their "Tree Chipping" Event and email them the pictures. Their were the city workers, the public there as well unloading trucks.

Can I send these pictures to her without getting into any trouble with the FAA?
 
You would not be in trouble, but the City can be. If you were to take the images/video without them asking and give them the images/video then there is no problem. Once they asked you to assist, then you became an agent for a public entity and need a COA in order to do it. Do I think anything will bad will come about it, No. But I would not get into the habit of providing images to a public entity whenever they ask. The FAA will see that as an end around the COA process.
