Post-IRMA: Best way to survey large area for damage

I need to survey a relatively large area - about 3 miles x 3 miles in Naples for damage caused by Hurricane Irma.

What would be the best program or a way to create a visual record of this whole area so that it can be inspected and recorded for storm damage?

Would drone deploy do this or something else better?

I'm sorry if this is a basic question that is easily answered elsewhere, but I am new to this kind of flying and surveying, we have very limited power and Internet service here at the moment.

Do you currently have any access to UAV equipment, and what level of detail are you trying to achieve - for example - are you wanting a sort of realtime view along the lines of google earth -or do you need high resolution imagery where you can zoom in to a high level to get scene and recovery info ?
 
Drone Deploy should provide the solution you are looking for. I know @SanCap is quite busy given the recent events but he's from around that area and if time allows he may be able to provide some insight for your specific area/application/needs.
