Why do you set 120m or 400ft for Max Flight Attitude?

I know some will say because that is the max attitude that you can fly legally. But my point is: this setting is the max attitude from the take off point not from AGL. The surface of the earth is not always the same so if you fly over a hill or a mountain, you will need to set this higher, or is there anyway that I can set this higher than 500m or even removing this setting completely?
