Stay below 400 and avoid flying over crowds. Your inspire shouldn't let you fly into the protected areas that contain the most beautiful parts though :-(. Chances are you'll be fine just doing what you want beyond those restrictions. You can just play dumb foreigner if you get into any trouble. At least thats how I got out of trouble in Madrid.. 2006ish. Really fun city :)

I am having similar thoughts. I plan on flying every night this week at my house to see if more pursues...
PSQN. If this still continues you can file a TRO (Temporary Restraining Order) on that guy.

Anyways here is the Penal Codes you can use for stalking which seems to fit your description of the encounter. Also you can name your neighbor as an accomplice or accessory to the stalker.

646.9.
(a) Any person who willfully, maliciously, and repeatedly
follows or willfully and maliciously harasses another person and who
makes a credible threat with the intent to place that person in
reasonable fear for his or her safety, or the safety of his or her
immediate family is guilty of the crime of stalking, punishable by
imprisonment in a county jail for not more than one year, or by a
fine of not more than one thousand dollars ($1,000), or by both that
fine and imprisonment, or by imprisonment in the state prison.

(e) For the purposes of this section, "harasses" means engages in
a knowing and willful course of conduct directed at a specific person
that seriously alarms, annoys, torments, or terrorizes the person,
and that serves no legitimate purpose.
(f) For the purposes of this section, "course of conduct" means
two or more acts occurring over a period of time, however short,
evidencing a continuity of purpose. Constitutionally protected
activity is not included within the meaning of "course of conduct."
(g) For the purposes of this section, "credible threat" means a
verbal or written threat, including that performed through the use of
an electronic communication device, or a threat implied by a pattern
of conduct or a combination of verbal, written, or electronically
communicated statements and conduct, made with the intent to place
the person that is the target of the threat in reasonable fear for
his or her safety or the safety of his or her family, and made with
the apparent ability to carry out the threat so as to cause the
person who is the target of the threat to reasonably fear for his or
her safety or the safety of his or her family. It is not necessary to
prove that the defendant had the intent to actually carry out the
threat. The present incarceration of a person making the threat shall
not be a bar to prosecution under this section. Constitutionally
protected activity is not included within the meaning of "credible

646.91.
(a) Notwithstanding any other law, a judicial officer may
issue an ex parte emergency protective order if a peace officer, as
defined in Section 830.1, 830.2, 830.32, or subdivision (a) of
Section 830.33, asserts reasonable grounds to believe that a person
is in immediate and present danger of stalking based upon the person'
s allegation that he or she has been willfully, maliciously, and
repeatedly followed or harassed by another person who has made a
credible threat with the intent of placing the person who is the
target of the threat in reasonable fear for his or her safety, or the
safety of his or her immediate family, within the meaning of Section
646.9.

Also...

422. (a) Any person who willfully threatens to commit a crime which
will result in death or great bodily injury* to another person, with
the specific intent that the statement, made verbally, in writing, or
by means of an electronic communication device, is to be taken as a
threat, even if there is no intent of actually carrying it out,
which, on its face and under the circumstances in which it is made,
is so unequivocal, unconditional, immediate, and specific as to
convey to the person threatened, a gravity of purpose and an
immediate prospect of execution of the threat, and thereby causes
that person reasonably to be in sustained fear for his or her own
safety or for his or her immediate family's safety, shall be punished
by imprisonment in the county jail not to exceed one year, or by
imprisonment in the state prison.

*Bodily Injury = any act of violence which result in injuries such as to broken bones.

Just a FYI, I just got my notification back from my petition to protest the claim and proposed fines that I was looking at and they have ALL been dismissed as it was found that I was in fact within a grey area in the rules.

What are you gonna film at Carnegie, the track, the riders in the hills?...
I thought of going there during the spray of rains to catch some green, but wasn't sure it would be allowed.

I would say the ranger will be the challenge. I may be going up to Lake Tulloch this weekend if I get a call confirming the arrangement. A friend of mine is close friends with a couple guys that a professional wake boarders and they may be going up there to practice. If so we will be bringing a few boats up and doing a video on the lifestyle, the sport etc and of course as long as I dont get caught up in a tow line (lol) some pretty bad *** airbourne tricks.

Check out www.airmap.io/#_+_

I use this site as it is a lot more up to date with no fly areas than DJI's site and covered a much more comprehensive database of restricted areas etc that can get you in trouble with somebody from the government. As much of a pain in the *** DJI's no fly zone list is its still very thin on the actual areas you should or should not be flying in.

You can select to see the restriction zones etc. MAKE sure you check on and view Class B,C,D& E controlled airspace. Also Recreational 5 mile radius areas as well as Temporary flight restrictions, prohibited special use airspace, national parks and restricted special use airspace. Everything else in between is all good.
