Inspire RC type "C" USB connector power or not?

I have an Inspire RC and the USB does NOT power/wake up the Air 2 pad. On the other hand, the P4 RC does wake up the pad and it powers the pad also.
Is the Inspire RC supposed to power out the pad or not?

P4 RC at least is turning Air 2 on, Inspire RC can not even do that...
